Abstract
E-learning and e-training have enabled the inclusion of all members of society into the development scheme. Higher education and IT skills are believed to be the corner stone for wealthy society and sustainable development. This chapter surveys e-learning services and the use of ICT to improve education quality for citizens in Tunisia, Saudi Arabia, and Algeria. It also analyses the bottlenecks that faces e-learning and e-training. Finally, it reports guidelines and recommendations to overcome those obstacles.
