Abstract
The aim of this study is to improve organizational development at the educational training departments, by investigating their organizational reality, the challenges they face, and the suggestions that can contribute to their organizational development. This study also provides a proposed model to the organizational development of these departments in the light of the principles of the total quality management.
To accomplish those objectives, the study used analytical descriptive approaches depending on the following tools:
A questionnaire that was designed to examine the organizational reality, the challenges and the suggestions. This questionnaire consists of (70) statements distributed on three axes: the first is the organizational reality, which has two dimensions: the organizational structure, and the organizational climate (leadership, communication, stimulation, and evaluation). The second is the challenges and the suggestions. This questionnaire was distributed to all the employees working at the educational training departments.
The Delphi Technique which aimed, through research tours with 16 educational experts from university professors and high officials in the Ministry of Education, to inform a proposed model for organizational development of educational training departments.
For statistical data analysis, the study used several methods such as: frequencies, percentages, arithmetic means, Pearson's coefficient, Cronbach's Alpha reliability coefficient, ANOVA and Scheffe's test.
The study came to the following results:
There was an average level of agreement on the applicability of all the statements related to the reality of organizational structure as well as the reality of organization climate with its dimensions of (leadership, communication, stimulation and evaluation)
There was an average level of agreement on the applicability of all the statements related to the challenges facing educational training departments, except for five statements where their extent of agreement was high.
There was a high agreement level on the importance of all the statements related to the suggestions that can contribute to the organizational development of the educational training departments.
The study, depending on experts' vision, developed a proposed model for the organizational development at the educational training departments.
