Abstract
A tool has been developed to support a project management model based on problem analysis of historical data on projects, personnel resource management and requirements tracking. It highlights potential problems of new projects based on survey results gathered and historical information on specific application domains. Based on the software development model selected, the tool will gather information on current project development problems and their causes; and highlight potential problems at each phase of the software development process. Additional features include personnel resource management for projects that will help ensure personnel resource requirements are fulfilled, covering aspects such as qualification, familiarity with methodologies, past experiences and performances. Identifying incompetence linked to similar problems is also a feature of the model. The model is to be extended in the future to include advisement at initiation of project on appropriate resource requirements depending on project attributes.
