Existing schedulers consider the Channel Quality Indicator (CQI) reports to determine their priority rules. Nevertheless, these reports may not be sufficiently accurate. In addition, existing scheduling policies fail to provide a good tradeoff among low Packet Loss Ratio (PLR) and bounded delay, which is primordial in QoS provisioning.
