Abstract
This research aims at identifying the obstacles facing the projects of building apartments for ownership in Makkah, from the point of view of the real estate developers and the relevant government authorities. The researcher interviewed a number of real estate developers and some government agencies. The owners of the apartments will be interviewed in another research to get acquainted with their opinions. The research was based on the descriptive approach to data collection and analysis. The semi-structured interview was used as a main tool for collecting data. A questionnaire comprising a set of questions that meet the research objectives was administered, and the responses were analyzed qualitatively.
The results of the study showed that the ownership apartments in Mecca face a number of obstacles, the most important of which are: the low quality of some of the ownership projects and the many problems that occur in them, mostly related to some developers who aim at profit at the expense of quality; the multiplicity of government agencies responsible for establishing and sorting projects for ownership apartments; and the failure of a large proportion of owners of apartments to pay the cost of maintenance of the common parts of the property, which is one of the most significant obstacles facing ownership apartments during operation.
The research came out with a number of recommendations that will contribute to solving these obstacles and will help the housing sector in the Kingdom of Saudi Arabia to make appropriate decisions about these obstacles.
