Abstract

This article has been retracted: please see Elsevier Policy on Article Withdrawal (https://www.elsevier.com/about/our-business/policies/article-withdrawal). This article has been retracted at the request of Editor-in-Chief as it contains serious errors. Some of the properties presented in section “2.3. Mittag-Leffler matrix” are not true. These results are presented in the paper without providing any proof. After receiving a report from a reader, the Editor-in-Chief consulted a third party expert and an Associate Editor of the journal. The response from the author has been considered unsatisfactory and the Editor-in-Chief decided to retract the paper.
