Abstract
This study is aimed to investigate the impact of both the organization environment and its culture on the effectiveness of leadership. The analytical descriptive approach was used to collect and analyze data from a sample of 252 employees who have leading positions in some governmental organizations in Kuwait. Study found that there was a positive impact on effectiveness of leadership and on the performance of employee in these organizations both because of the organization's environment and its culture. It was also found that there is no statistically significant difference between the participants according to the personal data in the perception and evaluation of the impact of the environment and culture of the effectiveness of leadership. This study is recommended to decision makers and it shows the importance of selecting leaders with the skills and competencies required to deal with different environments and cultures that affect the work of the organization.
